Currently in Pacific Area (Southern California) the Function 4’s are a major problem.
The USPS is using the Customer Service Variance Program to staff an office. This program receives mathematical data from a few sources and volume reports. Based on this data an office staffing is determined.
The USPS has productivity factors and volume reports. Staffing is based on these two factors.
Currently in the Santa Ana District and Los Angeles District the USPS has notified the APWU excessing is to occur in many offices. The approximately total is 330 positions. Excessing is scheduled to occur in early 2008. This number will reduce because there will be a few adjustments and some attrition.
The Los Angeles Area District has approximately 42 Maintenance Positions in numerous occupational groups and levels to be possibly excessed (custodians to ET’s).
In the Southwest Coastal Area Local we had four offices (Associate Offices or Customer Service Offices) excess clerks in June. Senior volunteers left and not a single clerk was forced to leave. Many senior clerks like movement with seniority.
There is no doubt the USPS plans to cut everywhere and they plan to use productivity standards/factors and volume reports.
I have received many Function 4’s electronically. They are in an excel program format.
Due to the fact casuals can not work the window or skilled positions and the elimination of PTF’s in 200 man office by December 1, 2007, many positions in the station and branches and associate offices are having bids changed to have both window and scheme type work on the same bid. This is causing us a major headache.
In addition, many managers want to have non consecutive days off or rotating days off schedules. They are under the impression consecutive days off are for only the plants.
